Animals Surrendered by Amanda Fleer.

November 20, 2025– Leavenworth County Humane Society, Inc. (LCHS, Inc.) has taken in ten dogs from the property of Amanda Fleer, Tonganoxie KS. Fleer was ordered to serve a ten day jail sanction at a hearing on November 14, and was ordered to surrender all remaining animals at the property.


Personnel from LCHS, Inc. met a family member of a Fleer property resident to recover the dogs on November 18.


The dogs were immediately bathed, treated for fleas and assessed by shelter staff. One dog required shaving to remove matted fur and dried feces. There are a variety of breeds. None of the animals are sterilized. Most are microchipped, each to Amanda Fleer.


Because of the condition of the pets and the environment they were living in, LCHS, Inc. is seeking additional charges against Fleer.


Once they are spayed or neutered, the dogs will be offered for adoption. Any applications received will be held until the dogs are adoption-ready. Applications may be submitted at the humane society’s website, www.LCHSInc.org.


The dogs are now called Compassion, Courage, Empathy, Honesty, Humility, Integrity, Justice, Loyalty, Respect and Valor.


In addition to removing the dogs, LCHS, Inc. personnel assisted in documenting conditions at the property with photographs and video.


LCHS, Inc. talked with the Sheriff’s Office multiple times from November 14 – November 18 to offer and seek assistance in getting the pets to safety.


The Leavenworth County Sheriff’s Office (the Animal Control Authority) declined to be involved in the removal of animals from the property. A deputy did respond to a LCHS, Inc. call to perform a welfare check on November 15.


The person who had access to the property fed and watered the animals from November 14 until they were removed.


On November 14, a nursing queen was reunited with her 4-week-old nursing puppies, who had been surrendered the previous day to Randi’s Rockin’ Dachshunds, a licensed animal shelter near Leavenworth.


One dog was found in need of immediate care on November 15, so he was brought to LCHS, Inc. He was examined by a veterinarian, shaved down to remove severely matted, feces-encrusted fur, bathed and treated for fleas/ticks. He was judged to be anemic due to an extremely heavy flea burden. He has since been in foster care.


Two conures were surrendered to Beaks N Wings, a parrot rescue, based in Lenexa KS.


Two geckos were taken to Pet World in Lawrence KS.


A tortoise found in the home was turned over to Operation Wildlife.


One snake was found deceased in an enclosure in the house.


One horse remains at the property.


LCHS, Inc. is assisting in arranging the transfer of Abby to a new owner. Ms. Fleer has not yet agreed to surrender Abby.


LCHS, Inc. first encountered Fleer in April 2024 when a stray named Lainey was brought to the shelter by Lansing Police Department. The dog had been adopted from Lawrence Humane Society and was microchipped to Fleer. She was injured, emaciated and loaded with fleas. She was not claimed. She remains in the care of LCHS, Inc. and is now called Laila.


In October 2024, two more dogs microchipped to. Fleer were found and brought to LCHS, Inc. Both were in poor condition. Both have since been adopted. One is the poodle who resulted in the Fleers being charged with animal cruelty this year.


On October 4, another dog microchipped to Fleer was brought to LCHS, Inc. Even though she had been ordered by the Court on September 19 not to own or care for animals during the term of her probation, Fleer contacted LCHS, Inc. demanding the return of the dog. This message was forwarded to an officer of the court. The dog was recently adopted.


LCHS, Inc. is extremely grateful for the assistance of all who helped get these pets to safety. “They have seen hell,” said LCHS, Inc. Executive Director Crystal Swann Blackdeer.
